Introduction

This portal provides the community and public the ability to view Event Notifications Chemical Reports, and Emission Source Reports submitted under Rule 1148.2.

Getting Started

To view an Event Notification, Chemical Report, or Emission Source Report please click on the tabs above for “Event Notification Search” or Chemical Report Search.” For either search, information can be entered into one or more of the search fields. Once the information is entered into the desired fields click the search button. The detailed information can be viewed by clicking on a row in the results grid. To view an exact copy of the form as it was submitted under Rule 1148.2, please click on the “View Document” button. A spreadsheet of all the detailed search results can also be downloaded by clicking the “Download Data” link in the upper right corner of the search results table.

Limitation

This web application returns a maximum of 500 records per inquiry. To prevent the possibility of viewing incomplete results, please limit your search using the Date Range criteria.
For example: If you are searching for information on all wells for you should perform multiple searches using limited date ranges to avoid truncated search results. Performing multiple searches using 2-3 month date range intervals (instead of a single search using a 7 month date range) will help to ensure all of your search results remain intact. If the results of a single search include exactly 500 records, it is likely that your search results have been truncated. In these cases, try another search using a different (i.e., shorter) date range.

Additional Information

Rule 1148.2 (d) requires operators to electronically notify the SCAQMD no more than 10 days and no later than 48 hours prior to the start of drilling, well completion, or rework of an onshore oil or gas well. Up to Five 24-hour extensions are permitted in order to accommodate delays in the start of well operations. Well operators are required to provide general well information, notification type, description of well activities, and nearest sensitive receptor information. These event notifications are made available for review as required under Rule 1148.2 (f).
Recent changes to the rule have necessitated that Notification and Reports (Chemical Operator and Emission Source Reports) are bifurcated into two separate sets of data; one submitted prior to the rule amendment data and one after the rule amendment date. If you use the search feature for Notifications or Reports for dates that span across these dates then the Notifications and Reports will appear together, but will be colored coded and have a special identifier to represent the two timeframes. When downloading the data into an Excel spreadsheet two separate worksheets will also appear.
Depending on the search parameters, when searching by specific fields such as Facility ID or Activity Type, not all documents may appear because these fields were not part of the required submissions until early 2014.
